Abstract：This study examines howdigital tools enhance publicengagement in Guangdong's“Hundred-Thousand Project”rural governance. Analyzing the“Yuezhimei” platform，we find digital tools reshape governance throughtechnology，institutions，andstakeholder empowerment.Whileeffectiveingovernance，economy，culture，and services，challenges include technical adaptability，participation gaps，and resource constraints.Solutions proposed：lightweight tech，inclusivedesign，resource integration，and incentive innovation-offeringareplicablemodel for digital rural development.

一、引言

2022年2月，《“十四五”推进农业农村现代化规划》提出加快数字乡村建设，构建乡村数字惠民便民服务体系，推进“互联网 + "政务服务向农村基层延伸；《“十四五”农业农村人才队伍建设发展规划》则强调培养数字技能专业人才，支持乡村数字化发展，保障数字技术在乡村振兴中有效应用和普及。（剩余6349字）
