Abstract：At present，most of the oceanic area assessments are ex-ante assessments or post-project assessments，which have limited scope ofapplication.On the basis of the existing assessment methods，this paper establishesacomprehensiveassessment index systemfor oceanicarea，including regional indicators and project-based indicators，which are suitable for the evaluation of a certain oceanic area or a specific oceanic area project，and calculate the comprehensive benefits of oceanic areal.
