Abstract: The rational layout and planning of tobacco monopoly retail outlets are of great significance to the supervisionof tobacco monopoly,the maintenance of the cigarette marketorder,and the protectionof public health. However,therational planning of monopoly retail outlets and the precise allocation of retail licenses face many challenges. On the one hand,the number and location of monopoly retail outlets are influenced by various factors, including: the population within the jurisdiction,traffic conditions,consumer capacityof residents,and tobacco consumption habits,making it difficult toaccuratelyassess the cigarete market;ontheother,withthe shiftof city centers and population migration, the layout and planning of monopoly retail outlets should also change accordingly. Toachieve arational layout of tobacco monopoly retail outlets,this paper discusses the feasibilityofformulating retail outlet layout strategies at different levels basedonexistinggeographical informationofretail households,order data,and the volumeofretail license applications,andsetsquantifiable standards fortherational layoutof tobacco monopoly retail licenses through the above data.Finally,by combining grid optimization strategies,the goal of quantifying the rational layout of retail outlets is achieved.
