Abstract:As telecom fraud methods continue to evolve,GOIP devices have been increasingly used to disguise international scam calls as domestic numbers,bypassing carrier defenses.To address this challenge,this paper proposes a GOIP device localization technique based on a wireless location information database.This method integrates big data analysis,MR fingerprint positioning,and precise base station anchoring to effectively identify and locate GOIP devices.Byanalyzing the behavioral characteristics of GOIP devices,extracting the clustering and spatiotemporal distribution features of abnormaloutgoing numbers,the method identifes suspected masscalling areas and filtersout high-frequency,highlymobileabnormal numbers to pinpoint potential GOlP device locations.Finally the technique leverages the wireless location information database,MR fingerprint positioning,and base station anchorigto preciselylocatesuspected sites.Thisapproach significantly enhances theabilityto detectand localize GOIP devices, providing critical technical support for law enforcement in combating telecom fraud.
