Abstract：Toaddress thegrowingdemandforapplied talentcultivationinChinaandresolveprevalent issesin practiceorientedcourses，suchasinsuficientvauegudance，inadequatetechnologicalempowerment，andweakstudentagencythisstudy proposesatripartiteteachingreformmodelintegratingValue-orientedEducation，SmartPedagogy，andProject-BasedLearning. Themodeladvancesthroughfourprimarypathways：innovatingteachingmethods，restructuring teachingcontent，re-enginering teachingprocesses，andreformingassessmentmechanisms.EmpiricalimplementationintheRuralPlanningandDesigncourse demonstratesthemodel'sefectivenessinenhancingstudentscomprehensivecompetenciesandpracticalskills，ultimately achieving the goal of cultivating versatile applied and innovative talents.
