美国二十五年标准战略：议题趋势与启示建议

Abstract：Standardizationservesasacriticaltoolforsupporting technologicalinnovation，regulating industrial development，andsafeguardingnational interests.Itsstrategicevolutionreflectsanation'scompetitivedemandsand developmental trajectory.This paper takes the United States Standards Strategy（USSS）released by the American NationalStandards Institute（ANSI）astheresearchobject，and sortsoutthe textof sixeditions ofthe USSS from2000 to2025.Theresearchreveals thattheUSSS exhibitsdistinctcharacteristics：theobjectives haveshifted fromdomestic systemdevelopmenttoompetingforinternationalinfluence;priorityareas have transitionedfromtraditionalindustrial securitytocritical emerging technologies;andimplementation measures haveevolvedfromcomprehensivedeployment tofocusedcore tasks.Withinthevoluntaryconsensus standard-seting（VCSS）system，ANSIassumes therolesof coordinatorfacilitator，andenabler.Byintegratingdiversersources，optimizingdevelopmentproceses，andexpanding international cooperation，ANSIprovides supportforthe U.S.tostrengthen its global leadership instandards.Drawing onANSI's experience，this paper proposes recommendations for China from four aspects：refining top-level coordination mechanisms，strengthening talent pipeline development， deepening international cooperation strategies，and optimizing standards application and promotion.
