Abstract：This papersystematically standardizes theentire processofequipmentrenewalandreuse-basedrenovationof existing publicbuildings，coveringthepreliminarydecision-makingevaluation，mid-termimplementationplans，andthe post-renovation effectivenessverification.Itbegins with developingadigital evaluation standard aimedatoptimizing the balance between comprehensivecosts and benefitsof equipmentrenewalandreuse-basedrenovation.Subsequently， astandardizedimplementationplanisdesigned fortheentireprocess，including projectconditiondiagnosis，solution designandcomparison，implementationprocedures，post-renovationoperationandmaintenance，andenergy-savingefect evaluation.The method has beenapplied toan aging building that has been inoperation for 2O years，achieving dual benchmark outcomes of asset value preservation and enhancement of socioeconomic benefits.
