Abstract：Thequalificationcertificationof inspectionandtestinginstitutions is thebasicaccesssystemfortheinspection andtesting market.Inrecent years，theunevenscope ofinspectionandtestingqualifcationcertificationamong provinces andcities has ledto increasinglyprominentunfaircompetitionintheregional inspectionand testing industry，which has also becomeakeypainpointrestricting thecoordinated development ofaunified nationalmarket.Inthe eraof AI， relying solelyon fatelectronic information technologysuchaspolicydocuments or standard texts canno longer meet the needsofgovernmentsrvices.Istead，itisecessarytostablishatree-imensionalandintelligentplatforodel to servethe people.Thisstudyaims toovercome the dilemmaofinconsistent expressonofabilitiesand lackof data elements in the fieldof inspectionand testing.By leveraging theunique performanceofabilityparameter ID numbers，it realizes therealtimeupdateandinterconnectionoftheabilityparameterlibrary，therebyconcretizingthelocalstandards forstandardizedexpresionofabilities，and efectivelyimproving the standardizationanddigitizationof inspectionand testingabilities.Inordertofurtherpromotethetransformationof inspectionanddetectioncapabilities tointeligence，an inspectionanddetectionknowledgebaseshould bebuilttoachieve diversifiedresourcealocation，andasmartservice ecosystem should be established to help“internet +government services”to achieve greater effectiveness.
