Abstract：With thecontinuous improvement inqualitymanagementof transportation engineering，the metrological management andvalue traceabilityof testingand inspection instruments have becomeincreasinglycritical，directly impacting theaccuracyandreliabilityof testdata.This paper，basedonthepractical experienceof the transportation industryin Shandong Province，analyzes existing technical and management shortcomings in the traceability of measurement values for testing instruments.It proposes aconstruction pathway fora traceability system centered on standardized management.Through thedevelopment and implementation ofthe Service Guide for the Metrological Managementof Testing Instruments and Equipmentin Highwayand Waterway Engineering，this paper explores standardizedapproaches interminologyanddefinitions，traceabilityclassification，technical basis，parameterseting， andcyclecontrol.Thefindings indicatethatalocalized，modular，andreplicable standardizedmanagementsystemplays avitalrole inenhancing thequalityassurancecapabilitiesofengineering testing，andcanserveasareferenceforother regions across the country.
