协同创新视角下高等院校科技成果转化机制研究

Abstract： [Purposes] By constructing key mechanisms，including benefit distribution，risk sharing，resource sharing， talent flow，and achievement transformation，as well as a sound institutional guarantee system，this paper aims to realize the complementary advantages of higher education institutions，enterprises，governments，intermediaries，and other entities，thereby effectively promoting the marketization and industrialization of scientific and technological achievements.[Methods] Based on collaborative innovation theory，thispaper constructs a"university-enterprise-government-intermediary" fourdimensional collaborative framework.Itanalyzes thecurrent status，problems，and paths for building collaborative mechanisms in the transformation of university achievements.Furthermore，it proposes policy recommendations to enhancetransformation eficiency through thecollaborative efforts of multiple stakeholders.[Findings]The transformation of scientific and technological achievements in Chinese universities has achieved certain results，but it still faces the following dificulties ：the synergyand implementation efect of government policies need to be improved; there is a structural imbalance between the supplyof scientificand technological achievements inuniversities and the market demand; theability of enterprises to undertake scientific and technological achievements and risk management and control is stil insufficient;the service ability and industry normsof intermediaries also need to be further optimized and improved.[Conclusions] The "university-enterprise-government-intermediary" four-dimensional collaborative framework can efectively break through the barriers of school-enterprise cooperation and promote the marketization of scientificand technological achievements by strengthening the marketoriented evaluation mechanism，improving the pilot-test transformation chain，and optimizing the benefit-sharing policy.
