Abstract: [Purposes] This study examines the impact of research evaluation reforms on high-level research output in universities (measured by the number of published papers)based on the research reform policy documents of ten "211 Project" universities in Jiangsu Province from 2021 to 2O23.The findings aim to inform the identificationof influencing factors andthe formulation offuture reform policies.[Methods] A comprehensive analytical framework integrating an LDA topic model, weighted TF-IDF,and a super-eficiency SBM model is constructed.First, the LDA topic model is used to analyze research reform documents,revealing that reforms primarily focus on talent evaluation,research achievement transformation,incentive mechanisms,and publication reforms.Next, the SBM-DEA model is applied to analyze the extracted thematic terms and calculate their impact on research output.Finally,a comparative analysis of policy text themes across diffrent universities is conducted to explore the influence of research reform policies on research output. [Findings] The findings indicate that research evaluation reforms significantly promote high-level research output in universities.The effectiveness of incentive mechanisms is notable,but research achievement evaluation policies need to be optimized based on university categories.[Conclusions] This study provides a quantitative evaluation method and decisionmaking reference for research evaluation reform in universities,contributing to the sustainable developmentofacademicresearch in China.
