Abstract：InordertoefectivelyutilizetheroleofChatGPTintalentcultivationinlocalcollegesanduniversitisand optimizethetalentcultivationmode，thispaperdeeplyanalyzestheapplicationpotential，risks，andavoidancemethodsof ChatGPT.Itproposes thatlocalcollegesanduniversitiescanfullyutlizetheapplicationpotentialof ChatGPTin"inovative teachingmode，strengthenedpracticalteaching，interdisciplinaryintegration，cross-culturalexchange，supportingiovationand entrepreneurship，expandingsocial services，andguidingenrollmentandemployment".Atthesametime，measuressuchas restrictingmodeltrainingdata，introducingmanualsupervision，establishingrulesandlimitions，regularlyupdatingmodels， establishinguserfeedback mechanisms，andstrengthening legalandethicaltrainingaretaken toavoidusagerisks，inorderto cultivatehigh-qualitytalentsthatmeettheneesofthearifcialinteligenceeraandcontributetolocaleconomicandsocial development.
