Abstract： Howtoeffectively breakthrough therealdilemma，realizeservice innovationandimprovequalityandeficiencyisan urgentproblemtobesolvedinthereadingpromotionofuniversitylibrariesunderthecontinuouspromotionof thenationalreading strategyadthedepeningofdigitaltransformationOnthebasisofliteratureresearch，thispapersystematicallanalyzesthemain causesofthedilemmaofreadingpromotioninuniversitylibraries.Takingthesystemguaranteeandhorizontalserviceasthe key breakthroughpoints，thispaperconstructsatwotrackbreakthroughpathof"verticalinstitutioalguarante-horzontalserviceiovtion"frommacrotomicroandfromtoptobotom.Vertically，ittakestherevisionoflawsandregulationsasthemainlineecon structstheinstitutioalgaransstelarbyayerHrzontallthedigialsvicecologisostcedyiovatigero motionmode，optimizingtecontentserviceandimprovingtheinformationliteracyabilityoflibrarians.Itaimstoprovideanewperspective anduseful exploration forthe innovative development of reading promotion services inuniversity libraries.
