Abstract:Since its 45thanniversary，the Shenzhen Special Economic Zone,asa pioneer,experimental field andvanguard of reformandopeningup,has continuedtoexploreinthefieldof ruleoflawand has made outstanding achievements in takingithelead in legislation.In1992,the state gave Shenzhen legislative power, since then Shenzhen has gradually expanded the scope and authority of legislation,formed the concept of firsttrial,people-oriented principle,in the regional economicdevelopment at the same time,butalso for thenational legislativeexploration toprovidethe“Shenzhenexperience”,Shenzhen in the constructionof theGuangdong-Hong Kong-MacaoGreater BayArea，butalsowithotherregionstostrengthenthecoordinateddevelopment.However,at present,Shenzhen'sregionallegislationstillhasthe problemof cohesion,andthereis stilla certainlag in theregulation of emerging fields.It is necessary to increase the intensityof legislativelinkage,provideinstitutional guarantees for therealizationof Shenzhen's high-qualitydevelopment in thenewera,and provideShenzhen’sexperiencetothecountry’scomprehensivepromotionoflaw-based governance.
