Abstract：Thisarticlesummarizes thebasicconnotationofhighqualitydevelopmentofagricultural mechanizationinChinaand thecharacteristicsof“fourhighsandonegood”（i.e.thelevelofagriculturalmachineryequipment，thelevelofagricultural machineryoperation，thelevelofagriculturalmachineryservice，andthelevelofagriculturalmachinerymanagementhaveeached ahighstandard，andagriculturalmechanizationismoreevironmentallyfriendly）.Itsummarizesandanalyzesthefournteral factorstatafectthehighqualitydevelopmentof agricultural mechanization（including threemarketentities：agricultural machinery manufacturingandcirculationenterprises，agricultural machineryhouseholdsand serviceorganizations，farmersand familyfarms，andonedevelopmententity：people'sgovermentsandpublicinstitutionsatallevels）andfiveexteralfactors thatconstrainit （i.e.machineryandequipment，farmlandconditions，agriculturalrequirements，economiclevel，and social environment），andcomprehensivelyproposestherealizationofpromotinghighqualitydevelopmentofagriculturalmechanization in China.Path and policy recommendations for the15th Five Year Plan Provide theoretical support and decision-making reference for the management of agricultural mechanization industry during the period.
