AbstractAsaniportantintangibleculturalheritageinvolvingTibetancountiesinXizangandfourprovincesofSichuan，Yunnan，Gansu andQinghai，tetanhoeacingfestivalotonlaisaprofoudethiculturalhritage，utsootaisaugepotetiatroote theintegrateddevelopmentofurbaanduralareasinoutis.TeirdlenarySesionofteOthCentralCommiteeofthCoist PartyofChinaproposedtat“theintegrateddevelopmentofurbannduralareasisaninevitableequirementofCinese-stylemoeization”，andtheCompreesieRuralRevitalizationPlan（24-2O7）issedbyteCentralCommiteofteCommunistPartyofCinand TheStateCoucilinO25expicitlystatedtat“promotigteintegrateddvelopmentofurbananduralareas”isakeytaskfo“oiiing theurban-ruraldevelopentpaeandpromotingthecompehsiveruralevitalizationinacasifiddoderlymaner".Ifurthpo videssolidpolcysupportandteoreticalgudanceforustodctdeptheseachndexploatiootevalueipcatiosraclal lengesandpracticalpatsofteorsecingfestialinteegateddevelopntofubaandalaeasinountis.Insposetthulturalinheritanegpathinderstheitegatioofurbananduraldevelopentincoutismpoweredyteibetanoseacistial， andthedifcultyofuluralcoodinatioetwnubanndalareassorageofooiputliitsdvelopentandeakubaal economiclinkageocialariershinerutualobiltndowitegatioofubannduralopulatiosueqaldistrbutiooffaciliti anderviceshderslacakingitiflttoceetegatedubualvelopentgadingisitioposdtsec ingfestivalasedtootiueualoeosdprootealegatioweubnduralashost valdrives，ineasaialivsntndtregtenageetnbaanduraleooes;eocingfstialsa platfortobreakdosocialairsndicreasepoplatioobilityetwbanndaleasddyhorseacinstialal ances facility layout，promotes urban-rural integration construction and other practical paths.
