Abstract：The market access commitment entry system is another institutional innovation based ontheinformedcommitment system.It inheritsthecore characteristicsoftheinformed commitment system，including a deep relianceon the social credit system andtheshiftfromex-ante approval toex-post supervision.Although the pilot implementationof the market access commitment entrysystem hasledto the emergence of two different models—application-basedand filing-based-both models still retainthe essential attributes of administrativelicensingand shouldbeincorporatedintotheregulatorysystemforadministrativelicensing.However，thecurrent AdministrativeLicensing Lawin China stillfocuses onex-antereviewandhasnot yetfully encompassed many new types oflicensing tools，including the commitment entry system.In the future，itmay be possible to establish and improvea simplified procedure foradministrativelicensing torespondtotheemergenceofnewregulatorytoolsinthelicensingfield.Thiswouldnotonlyenhancetheadapt ability of China'sadministrativelicensing system to socio-economic development but also providealegal basis for thelegalization，standardization，andinstitutionalizationofinew regulatory tools.
