Abstract：Under the background of thevigorous promotionof digital government construction，as the most direct link between the government and the public，thedigital literacy of grassrots civil servants has becomean important factorinfluencing thequalityofdigital government services and public satisfaction.By establishing anevaluation index systemand research hypotheses for thedigital literacy of grassroots civil servants，aquestionnaireonthe digitalliteracyof grasroots civil servants was designed.With210 grassroots civil servants in District Xof City Yas the research subjects，datalanalysis were conducted using the SPSS tool.The research results show that a sound organizational systemand good organizational interpersonal and social relationships have a significant positive impact on the improvement of digital literacy of grassroots civil servants.Based on this，suggestions for enhancing thedigital literacy of grassroots civil servants are put forward，including improving the ideological awareness of digital literacy，perfecting organizational systems，and creating a favorable organizational atmosphere. The research results are conducive to promoting the digital governance capabilities of grassroots civil servants and the construction of a digital government.
