Abstract:Today'sworldis experiencing profound changesinthe“VuCAera”,where“vuCA”isusedtodescribe thenewscenarios，new challenges，and new opportunities in current public governance.Thevolatility，uncertainty，complexity，and ambiguityof the VucAera put publicgovernance actors inacomplex social governance.The social governance fieldin which public security organs are located hasundergone fundamental changes.The traditional hierarchical organization and theleadershipparadigmof singleauthority are undertremendous impact.A's thekeyvariable that determines the effectiveness of public security organizationsandaffectsthesuccessorfailureof governance，publicsecurityleadership faceschallenges of vola tility，uncertainty，complexity，and ambiguity.It should be reconstructed from cultivatingvalueleadership and risk insight， building resilient leadership that can and adapt dynamically，enhancing crosssectoralcollaborationand networkedleadership,andstrengthening the smart governanceanddigital leadershipofpolicing.
