Abstract：Thereportofthe20thNational CongressoftheCommunistPartyofChinapointsoutthatitis necessary to“buildacommunityof social governanceinwhich everyone has responsibilities，fulfillstheirdu ties，andenjoys thebenefits."Empowering theconstructionofacommunitygovernance communitythrough the Party-Mass Service Center hinges on taking Party buildinglleadershipasthe“mainaxis"，resourceintegra tion as the“lever”，multi-party participation as the“link”，and base construction as the“cornerstone”，ultimatelyachievingthesynergyof organizational leadership，service supply，social cohesion，and spatial attraction.
