A Multidimensional Reviewof Environmental Economic Policy Evaluation Under the Dual Carbon Goals

Abstract：This paper presents asystematic review focused onthe theoretical evolution and empirical evaluation of environmental policy instruments.Firstly，it elaborates on the paradigm shift fromcommand-andcontrolapproaches to market-based tools suchascarbontaxesand emissions trading，emphasizingthe balance betweenefficiency and equityand the preference for policies under uncertainty.Secondly，it introduces quantitativeevaluation methods centered onthe Computable General Equilibrium（CGE）modeland other multidisciplinary models，highlighting their critical role in simulating emission reduction costs，industrial restructuring，andthe impactson internationaltrade.Thirdly，throughacomparativestudyofemissionreductionstrategiesinsectorsincludingenergyconstruction，transportation，andthecirculareconomy，the paperexplores the applicabilityand performancedifferences of various policytoolsin specific contexts. Additionally，it focuses on the potential role of the Carbon Border Adjustment Mechanism（CBAM） and carbon marketlinkage in preventing global carbonleakageandpromotinginternational cooperation.Finally，based onemerging perspectives suchas digital empowerment，multi-actorcollaboration，andequitabledistribution，thepaperproposes implications for futureenvironmentalpolicydesignandresearch，includingimproving dynamic adjustment of market mechanisms，strengthening technological and financial support，implementingdifferentiated management across sectors，and buildinga moreinclusive global cooperation framework. By reviewing coreliteratureand case studies，this paper aims toenhance academicand policymakingunderstanding of carbon pricing and mixed policy portfolios，providing theoretical and practicalireferences for designing efficient， sustainable，and equitable carbon reduction policies.
