Abstract：In order to promote the high-quality development of regional economy，Shenzhen will build strategic emerging industries and promote the construction of strategic emerging industries cluster as the key direction of strengthening the city’smanufacturingindustry.However，the government needsto correctly graspthestateoftheindustry，explorethebalancepointbetweentheagglomerationeconomyandthecompetitionloss，and put forwardreasonable schemes forthe scientificagglomerationofdifferent industries.This paperinvestigates thelife cycle of the industrial chain of 20 strategic emerging industries in Shenzhen， obtainsthecharacteristics，advantagesanddisadvantagesoftheindustrialchain，andfeedsbacktheeffectivenessoftheagglomerationpolicyof Shenzhenstrategicemerging industries fromthemarket perspective. Theresults showthat thelifecycleof strategicemerging industries in Shenzhen is relativelysmall，showingabetter future development prospects. However，thereisa certain element mismatch phenomenon in Shenzhen's strategicemerging industries，whichisreflectedinthe weakening oftheregional advantage of the industrialchain，and the need for policies to further promote industrial aggregation.
