Abstract:Thenewqualityofcombat effectivenessof public security organs representsapivotal issuein

theneweraofChina，situatedatthehistorical intersectionof“two overarching situations.”Againstthe

backdrop ofastrategicopportunity period coexisting witha phase of heightened risks，and in response to

the practical challenges posed bythedigital/transformation of public security governance，this concept

drivessystemicreformandhigh-qualitydevelopmentinpolicing.Toacceleratethecultivationofthisnew

combateffectiveness，public securityagencies must prioritize innovativepolicing philosophies，adopt new

operational models，leverageadvanced technological equipment，andestablish modernized management sys

tems.These measures will enhance thenewquality of combat effectiveness，propel the modernizationof pub
