The Top-Level Design,Practical Measures and Zhanjiang Experience for Mangrove Protection in China

Abstract: Mangroves are not merely simple forest vegetation but typical Marine ecosystems.They playa significantroleinpurifying seawater，preventing windandwaves，sequesteringand storing carbon，and maintainingbiodiversity.Theyare known as“coastal guardians”and“Marine green lungs”andlarealso important habitatsforrareandendangeredwaterfowl.However,duetotheaccelerationofindustrializationandurbanization,global mangrove conservationis facing severe challenges.Countries around the world are actively takingmeasures tocurbthedisappearance of mangroves,andithe protection effortsof mangrovesinour countryarealso constantly increasing.China has successively promulgated the Wetland Protection Lawand its supporting systems，implemented the national Wetland Protection plan and the special action plan for mangroveprotectionand restoration,established the International Mangrove Center inShenzhen,continuously improvedthestandard system formangrove protectionandrestoration，and promotedtheinclusionof mangrove carbonsinks inthe National Voluntary Emission Reduction Trading Market(CCER).Promote the formulationof nationalandindustrystandards relatedto mangroveprotectionandrestoration，suchasthe“Technical Regulations for Mangrove Ecological Protectionand Restoration”andthe“Technical Guidelines for Monitoring and Effect Evaluation of Mangrove Ecological Restoration”.Breakthroughs have been made in the protection of mangrovesinChina，andtheareaofmangroveshas seenanetincreaseinrecentyears.Therefore,theimpor tantexperience of our countryinachievinga balance between protecting mangrovesand developing the economy canprovide reference for other regions around the world where mangroves arelocated and is of great significance for addressing the globaliissue ofimangroves being on the verge of danger.
