Abstract：The45-yearmagnificent historyof Shenzhenisnotonlyamiracleof economictakeoff，butalso an explorationof continuous adjustmentandinnovationin social governancetocopewiththechallengesof“compressed modernization."Thispaper aimstosystematicallyreviewtheparadigmevolutionofShenzhen’s social governance，from“passive-responsivemanagement”to“proactiveinstitutionalmanagement，”thento“pluralisticcollaborative governance，”and finallytowards“smartandrefinedgovernance，"and to analyzethe core driving mechanisms behind it.The study finds that the fundamental transformation of governance philosophy， thesystematicembedding of Party-buildingleadership，and the revolutionary reshaping by technological em powermentare the three coredrivers of the paradigmshift in Shenzhen’s social governance.Looking to the future，Shenzhen should continue to make efforts in four dimensions：deepening systematic governance，upgrading smart governance，stimulating social vitality，and innovatingrisk prevention and control，soas to move towards a higher level of“good governance”and contribute Shenzhen’s wisdom to the exploration of a city model for Chinese-style modernization.
