Abstract:Thelow-altitudeeconomy，as one of the strategicemerging industries，is receiving increasing attention from governmentsandenterprisesbothdomesticallyand internationally.Zhenjiang City should ridethe wave of development，steadilyadvancing the“Strong City through Industry”No.1 strategy and the "876Action Plan,"whileleveragingits own aerospace industry foundation.It must overcome issues suchasinstitutionalbarriers tothedevelopment of thelow-altitude economy，insufficient enterprise scale,limited number of companies，theneed for enhanced product researchanddevelopmentcapabilities,anda shortage of specialized aerospace talent.By deply integratingtheindustrial chain,innovation chain,talent chain, capital chain，service chain,and policy chain-the“six chains”-Zhenjiang aims to create a“Zhenjiang model"" for the development of the low-altitude economy.
