Abstract:Thethree-systemreformof state-ownedenterprises(coveringlabor,personnel,anddistribution systems)isacorelinkindeepening state-owned enterprisereform.Itaims torealizethefreeflowof personnel (entry and exit),the promotion and demotion of cadres,and theincrease and decreaseof incomes throughmarket-oriented mechanisms.This paper combs through the evolution of reform policies and current practice,analyzesthe prominent problemscurrently existing,and proposes targeted countermeasures from dimensions suchas optimizingthelabor system,deepening the personnel system,improvingthe distribution system,andinnovating policy mechanisms.It providesareferencefor promotingtheimplementationof the three-system reform in state-owned enterprisesand enhancing their core competitiveness.

一、研究背景与意义
国有企业三项制度改革(劳动、人事、分配制度)作为深化国企改革的核心环节,自2002年《关于深化国有企业内部人事、劳动、分配制度改革的意见》首次系统提出“管理人员能上能下、职工能进能出、收人能增能减”目标以来1,历经二十余年政策迭代与实践探索,已从局部试点迈向全面深化阶段。(剩余6365字)
