Abstract：The environment of public areas is becoming more and more complex，and the current accesscontrolbased on blockchaincannotbefullappliedtopracticalscenarios.Inorder tosolvetheprivacysecurityrisksofdatacollectedbycameras asolutionbasedonblockchaiispropoedThissolutionintegratesaccesscontrolwithblockchaintechnologytoestablshadualverifcationaccesscontrolmodel withroleandatributeauthentication.Itresolvessinglepointoffailure isses whileachieving highreliabilityandscalability.Byuploading datato IPFSand storing the feedbackaddresseson theblockchain，thesystem maintains traceabledata flowsandtamper-proof access records throughrecording acesinglogsonblockchain.Simulation experimentsareconductedaccording toteactualsenariosandsmartcontractsareused toassignroleandatribute pemissions totheidentitiesoftheclientsrespectivelyensuringthesecurityofprvacydataandthetransparencyandauditabilityofacess process.Furthermore，the feasibility of the scheme is proved.
