Abstract： Focusing on the problems of insuffcient government data security governance capability and non-standard public data security protection system， this paper innovatively proposes a“ 3+3+3′′ data security governance system by using systemengineeringideasandabstractmodeling methods.Thefirst“3”is to sortoutthethreetypesofdatasecurityrisks faced by publicdata platfoms （objectrisk，subjectrisk，behaviorrisk）.Thesecond“3”istodoagoodjobindatasecurityeed to implement the three majormanagement （data asetmanagement，userrights management，access behaviormanagement）.The third“ 3 ”is the three systems of complete data security governance （system specification system，technical protection system， operationmanagementsystem）.Thegovermance system hasbeenapliedinthepublicdataplatformof ZhejangProvince.In 2023，atotalof93ulnerabilitieshaveeenidentifedandrectifed，whichhaseectivelysupported thenormaloperationofdata security.Ithasgoodreliabilityandpracticabilityandasachievedremarkableprotectionefect.Itcanprovidereferenceforothr regions to carry out data security work.
