The Characteristics of Japan’ s Central Asian Policy After the Cold War and Its Impact on the Relations Between China and Central Asian Countries

Abstract：ChinaandthfiveCentral Asiancountriesarefriendlyneighbors，andtheCentralAsianregionisanimportantcomponent ofChina’sneighborooddiploacyAalyingtecharacteristicsofJaan’sCentralAsianpolicyftertheColdWaranditsipactote relationsbetweeChinaandCentralAsiancountriesisconducivetobeterbuildingaChina-CentralAsiacommunitywithasharedfuture. TherearefourcharacteristicsofJapan’sCentralAsianpolicyafertheColdWar：IthasaphasednatureandgraduallydepensAfter 2004，it mainly promoted its Central Asian policy through the“Central Asia + Japan”dialogue mechanism. Japan provides assistance to CentralAsiancountriesthoughOficialDevelopentAsistance（ODA），ichisledythegoveentandfeaturescoperatioetween thegovermentandeterprises，servingterealizationofdiplomaticgoals.Atthesametime，Japanalsopaysatentiontopeopletope pleandcuturalexchangeswithCentralAsiancountries，culivatingpro-Japaneseelementsndenhancingthpublic’favorableiprs sionofJapan.Judgingfrotecuentactualituation，Japan’sCentralAsianpolicyfertheColdWarhasalmitedimpactonteela tionsbetweenChinaandCentralAsiancountries.CentralAsiancountriespursueamulti-dimensionalandbalancedforeignpolicyand strivetohandeteirelatiosithcountriesbothinsideandoutsidetheregoninordertootaintheconomicasistanceandafavorable intenationaleviontCentralAsianoutrisactivelypartiipateditejointcostructioofteeltandoadIitiatiedtr relations withChinahavedevelopedrapidlyinrecentyears.ThemaintradingpartnersofCentralAsiancountriesareChinaandRussia.
