Abstract：CulturalandeducationalworkisoneofthemostfruifulendeavorsoftheCommunistPartyofhinainthesocialconstructionoftheShaanxi-Gansu-NingxiaBorderRegionTheShanxi-Gansu-NingxiaBorderRegionactivelydevelopednationaleducatiotat combinedprimaryandsecondaryeducation，andflexiblydevelopedmasseducationinlinewiththectualsituatioofthborderregion. Gradualy，anewdmocraticducatiosystemwasfoed，withtioaleducatioastheainlineandmasseducationastesondary line.Ineducatioalpractices，eyshoweduniquecharacteristicssuchas“adheringtothepeoplerientededuationalconcept”，“epasizingtheworkingmetodofconectingwiththactualsituationoftemasses”，and“stickingtotheforwarddirectionledbyteCommunist Party of China”.
