Abstract：Basedonanitroductiontothenationalpoliciesregardingtheocupationofforestlandinconstructionprojects，thougha stiticalnalysofsoflegalseostndieraincitro9to，itisfoudattheasofrlaluseof forestlandincostructioprojectsailyicludeisuficitdemostrationofsitesletioninteproectapprovalstageindequateu pervisionandmanagementintheprojectimplementationstage，lenientlawenforcement，andsuperficialdailypublicityandducation. Thereforeitissugestedtoputfoardmedationmeasuresfrotharlyiddledlateagsofeproectostructioding thattheownerunitshoulddeepetheprojectplanminganddesign，theindustrysupervisiondepartmentshouldstandardizetheprojectland useapprovalelnforeenteparentsouldsriclyivestigateandpunishilegalats，andetetoialgoventould strengthenlegalpublicityandeducation.Thoughsientificplaning，supervisionandmanagement，strictlawenforcement，publiyand educationtebloflegaluseoffrstldinstructiproetssouldmedsosteethiepro rational utilization of ecological resources.
