Research on Dilemmasand Structure Innovation of Collaborative Governance in Community Sports Public Services

XU Yanyan1SHI Jing² LIU Xijia1* 1.SchoolofPhysicalEducation，Hebei Normal Universityhijiazhuang，Hebei Province，O5o24 China;2.Sijiazuang SoutheastExperimental Middle School，Shijiazhuang，Hebei Province，O5oo2o China [Abstract] Under the backdrop of the modernization of national governance，community sports public services encounter practical dilemmas such as the obstruction ofacollaborative governance operational system，the imbalance in the governance community structure，and theambiguity of governance performance evaluation.Based on the perspective of historical institutionalism，by analyzing the evolution logic of China's sports public service governance structure and deconstructingthe dilemmas of multi-partycollaborative governance，this research reveals that enhancing governance eficiencyrequires theconstructionofacolaborativenetworkwithclearlydefinedrightsandresponsibilities. This can be achieved through optimizing resource allocation and improving governance eficiency via governance structural innovation.Furthermore，a five-dimensional governance framework is proposed， which includes party building leadership， government guidance， market drive， mass participation and social support.
