Abstract: Museumvolunteersareanimportantforceinpublicculturalservices,andtheirstandardizedmanagementiscrucialfor enhancing serviceeficiency.Thispaperconductsan in-depth analysis ofthe existing problems in museums and proposesa strategy forbuildinga"full-cyle"managementsystemThisstrategycovers multipleaspectssuchaspreciserecruitmentandstratifiedtraining,systemonsuctionandprocesstiiation,improvementofincentivehanismsandommunicationetwoks,andstrgt eningofrightsprotectionandcareerdevelopmentinordertoadress theexistingissues.Atthesametime,thispaperalsoexplores thepaths toenhancetheeficiencyofpublicculturalservicesfromthreeaspects:servicequalityupgrading,depeningpublicparticipation,adpfoacatiodfbckheiistceerofessialatisitioatiodlge tivenessin themanagementofmuseumvolunters,andtherebypromotethetransformationofpublicculturalservicesfrombasicsupply to value creation.

在公共文化服务体系持续完善、社会公众参与文化建设热情不断高涨的时代背景下，当前普遍存在对博物馆志愿者的招募与培训随意、管理机制缺失、激励沟通不足、权益保障薄弱等管理不规范现象，这不仅严重制约了志愿者服务潜力的有效释放，也对公共文化服务效能的进一步提升形成阻碍。（剩余6724字）
