Abstract：With thecontinuousadvancementof themodemizationof China’sprimary-level governancesystemandgovernance capabilities，fullyintegratingthePartysleadershipintotheentireprocessofprimary-levelgovernancehasbecomethecore requirementofprimary-levelgovernanceinthenewera.Asaspecialtypeofcommunityformedbythetransferofrural populationtocitiesintheprocessofurbanization，thegoveranceofagricultural-toon-agriculturalcommunitiesfacesunique chalengesandopportunitiesatdiferentstages，coveringtheoptimizationofcommunityenvironmnt，improvementofesidents qualityof life，andcommunityPartybuildingorganizationsreconstructionandfunctional transformationandotheraspects. Therefore，inthegovernancescenarioofruralcommunitiestonon-agriculturalareas，itisnecessarytorelyonartybuildingto leadthisefectivepath，givefullplaytotheefectivenessofcommuityPartyorganizations，elyonPartybuildingempowerment throughouttheentireprocessoftransformationandgovermance，helpsolvecommunitygovernanceproblems，andpromote community governance efficiency upgrade.
