Abstract：Faced withthenational energystructureof“abundantcoal，scarceoilandinsuffcientgas”inChinaand the backgroundof beingconstrained bythe traditional internal combustion engine technology from abroad，developing newenergyvehiclesis theinevitablewayforChina tocarryout theenergyrevolution，enhance strength inautomobiles， and achieve the“dualcarbon”goals.Withthe developmentofnew energyautomobile industry，China has surpassed Japantobecome theworld'slargest exporterofautomobiles.However，withtheriseoftradeprotectionismanddomestic overcapacity，itisurgent fornewenergyvehicles togooverseas tofndnew growth points.Giventheimperfectindustrial system，SaudiArabiaisseeking toreduceitsexcesiverelanceoncrudeoil，ndhasfriendlydiplomaticrelations with China，whichisanimportantpartnertomakejointeforts totheBeltandRoadInitiative.Therefore，SaudiArabiaisone oftheimportanttarget markets for China’snew energyvehiclestogooverseas.Itis worth notingthatSaudi Arabiahas isued many technical measures to trade，which requiretheatentionofautomotive exporters.This paperaimstoanalyze Saudi Arabia’sregulations onmarketaccssfornew energyvehicles，toprovide suggestions andreference for China's new energyvehicles togo overseas.
