BIAN Meng1ZHANG Qing²MENG Xin³MA Shanshan1 (1.JinanEcologicalEnvironmentMonitoringCenter,ShandongProvince;2.handongBureauofCoalGeology;3.Lixia BrigadeofJinanEcologicalEnvironmentProtectionandComprehensiveAdministrativeLawEnforcementDetachment) Abstract:Inordertostudythecolaborativeoptimizationpathbetweenemissonstandards forstationarysourcesandair qualitytargets,thispaperelaboratesonthecharacteristicsofsecondaryPM2.5polutionandthe technicalrequirementsforfine control.Itanalyzes thecoreissuessuchastheincompatibilitybetweecurentemissionstandardsandregionalenviromental capacity,theconflictbetweenemergencyemissionreductionmeasuresandproductioncontinuityandthedisconection betweenevaluationsystemandairqualitytargets.The paper designsaschemeconsisting ofathree-dimensionalcontrol framework,dnamiclimitalgorithm,multi-partyegotiationmechansm,andmarket-orentedtradingsystem,toprovide theoreticalsupportandtechnicalpath forpreciseemisionreductionunderenvironmentalcapacityconstraints incitiesthatfail tomthestandards,andpromotethe transformationofemisionmanagementfrom“concentrationcompliance”to“airquality improvement".
