Development Status and Governance of China's Coalbed Methane Industry

Abstract: [Purposes] This study aims to systematically analyze the development status ,technological challenges,and governance system of China's coalbed methane (CBM) industry,providing insights to support its high-quality and sustainable development,thereby contributing to national energy security and the carbon peak and carbon neutrality goals.[Methods] The assessment of industrial scale was conducted by reviewing CBM resource reserves,distribution characteristics,and production trends over the years.Case analysis was employed to examine the practices and challnges assciated with the two primary development methods: underground drainage and surface driling. Furthermore,the current policy regulations and supervisory mechanisms were systematical summarized.[Findings] China possesses abundant CBM resources (approximately 36.81 trilion cubic meters in shallow layers)with steadily increasing production. However,resource distribution is uneven,and extraction is hampered by complex geological conditions.While underground drainage technology is mature,safety concerns remain.Surface drilling has achieved breakthroughs in areas such as ultra-shallow and extended-reach horizontal wells. Regarding industrial governance,a preliminary regulatory framework involving laws, policies,and multiagency collaboration has been established,yet its implementation efficiencyand interdepartmental coordination require further enhancement. [Conclusions] CBM serves as a crucial clean energy source to supplement natural gas supply,with significant potential for future development.Moving forward,the industry should adhere to the principles of resource conservation and environmental friendliness,deepen fundamental geological research,make breakthroughs in eficient extraction and enhanced recovery technologies,and refine the policy support and regulatory system.Ultimately,progress should be driven by thetwin engines of technological innovationand institutional optimization to elevate the overalldevelopment level of the industry.
