A Study on the Innovation of Sci-Tech Management Mechanisms for Intangible Cultural Heritage Protection

Abstract： [Purposes] To develop an integrated management mechanism for intangible cultural heritage （ICH） in the Henan section of the Yellow River Basin，addressing challenges such as resource isolation， weak transmisson，fragmented governance，and the absence of evaluation mechanisms.[Methods] Based on the 428 valid questionnaires collcted from 58 representative intangible cultural heritage projects in 6 cities within the Yelow River Basin region of Henan Province and information obtained from interviews with 9 case studies，the practical dilemmas in protecting ICH in the Henan section of the Yellow River Basin were diagnosed.A four-dimensional model of "digital archiving—vitalized transmission-collaborative governance—benefit evaluation" was constructed.A one-year quasi-experimental verification was conducted with six selected pilot projects.[Findings] The pilot projects demonstrated a 38% increase in the utilization rate of technological resources，a 25% reduction in management costs，and a 19% improvement in outcome conversion rates.The completeness of digital resources rose from 42% to

85% ，and cross-sector collaborative projects increased from 3 to 10.[Conclusions] This mechanism effectively optimizes resource alocation，enhances governance efficacy，and promotes value transformation，providing a replicable solution for similar cultural-ecological regions.
