Research on Strategic Pathways to Enhance the Overall Effectiveness of China's National Innovation System

Abstract： [Purposes] This study aims to accurately identify the key factors influencing the effectiveness of China's national innovation system and to clarify their mechanisms，thereby proposing pathways to further enhance the system's overall performance.[Methods] By systematically reviewing the historical achievements in building China's national innovation system in recent years，this research identifies existing problems and deficiencies in its overalleffectiveness.Following an in-depth analysisof the underlying causes，corresponding strategies and recommendations for improvement are proposed.[Findings] Compared with global leaders in scienceand technology，China's innovation system stillexhibits significant shortcomings in operational efciency，structural layout，and sustained innovation capacity.[Conclusions] In the new stage of development，the overall effectiveness of the national innovation system can be enhanced by strengthening strategic scientific and technological capabilities，promoting the integrated development of innovation and industrial chains，optimizing the alocation mechanisms for various innovation resources，and improving the institutional safeguards for the science and technology innovation system.
