数字时代乡村“弱信号”感知失灵与涉农公共服务对“沉默的多数”的回应路径研究

Abstract：Thispaper focusesonthephenomenonof "weak signal"perceptionfailureinagriculturalpublicservicesystems towardsruraldisadvantagedgroups（suchastheelderly，low-educatedfarmers，andhouseholdsinremoteareas）duringthe processofdigitalvillgeconstruction.Ianalyzesthecausesandunderlyingmechanismsfromperspectivesincludingthedigital divide，technologicaldesignbiases，inertiaofbureaucraticsystems，andrural"structuralaphasia."Aligningwiththerealitiesof ruralandagriculturaldevelopment，asystematicresponsestrategyof"technologyempowerent-institutionalestructuringalue realignment"isproposedtopromotetheestablishmentofaninclusiveandequitabledigitalpublicservicesysteminruralareas. Thisaimstoensurethatthedividendsofdigitalizationtrulybenefitthebroaderfarmingpopulationandcontributetothe comprehensive revitalization of rural areas.
