Abstract：Spurrd byChina’sdual-carbongoalsandaraftofsupportivepolicies，new-energycommercial-vehiclesalessurged past 500 o00 units in 2024，pushing market penetration to 20% .However，the insurance has emerged as the choke point that could stall furtherexpansio.Usngmaketdataasecomparsosquestioiresandin-depthintevies，tispaperdisectstepaiotsinto threerootcauses—datasilos，producthomogeneityandlaggingriskcontrol.Weproposeapathwaythatstartswithseamlessdataexchange，movestoscenario-basedinsuranceproductsandculminatesinecosystem-levelgoveraneimingtotuntherapidlygrowing instaledbaseofnew-energycommercialvehiclesintoaprofitableblueoceanforinsuranceandfinance，andtosustainthemomentum of fleet electrification.
