Abstract： Inthe faceof thenewrequirements of thecountry for data aggregation and integration，sharingand opening up， anddevelopmentandutilization，aswellastheproblemsofdata islandsandlowdatafusioneffciencyfacedbyvariousregions indata managementandapplication，theseafectthepaceof digital transformationtoacertainextent.Tothisend，this paper combinesthecharacteristicsofmulti-source data and proposesamulti-sourcedata fusion3Ddata processng systembasedon ConvolutionalNeural Network（CNN）forthe limitationsof traditional3Ddata fusion.Through CNNmulti-sourcedata fusion technology，the system realizes the fusion of multiple data sources such as satelites and Unmanned Aerial Vehicles （UAVs）， improvestheeffciencyof3Ddataprocessng，andformsareal-scene3Ddataaset.Itcansupportthefunctiosofdisastersite environmentreconstruction，curatepositioningandtracking，andprovidesupportforsolvingdataproblems，promotingdigital transformation and improving emergency management level.
