Science and Technology Finance Policy and the Development of City New Quality Productivity：Based on the Perspective of Innovation Factor Flows

Abstract：Under the background of innovation-driven development strategy，science and technology financial policy，as an institutional guarantee to promote the deep integration of science and technology innovation and financial capital，plays a keyrolein fostering new quality productivity in cities.This paper selects asample of 285 prefecture-level cities from 2009 to 2022，and empirically analyzes the impact of the pilot policy to promote the integration of science and technology and finance on the new quality productivity of cities using the multi-period double-difference-differential（DID）method，as well as deeplydiscusses the intermediary mechanism of the flowof innovation factors.The study shows thatthe pilot policy significantly enhances the level of urban new-quality productivity，and the findings remain robust after the robustness test and endogeneity treatment.The mechanism test finds that the policy promotes the rational flow and eficient agglomeration of innovation factors among cities by facilitating thecross-regional mobility of innovation talentsand capital factors，and then realizes the enhancement of new quality productivity.Heterogeneity analysis shows that the policy has a more significant promotional effect in the eastern region and cities with high levels of network infrastructure construction，while the effect is relatively limited in the centraland western regions and cities with weak network infrastructure. We should continue to improve the policy synergy mechanism，strengthen the coordination of policies at different levels and in different fields，and form policy synergies to create a favorable financial ecological environment for the development of new quality productivity.
