Data Factor Allocation and Export Resilience: Empirical Evidence from Panel Data of 28o Prefecture-Level Cities

Abstract:As a new production factor in the digital economy era,data can break down market segmentation in factor markets and reshape the production factor system.This paper examines the impact and mechanisms of data factor allocation on regional export resilience using panel data from 28O prefecturelevel cities in China (2Ol1-2021)and a two-way fixed efects model.Empirical results show that data factor allocation significantly enhances regional export resilience,and this conclusion is robustly supported by rigorous robustness and endogeneity tests.Mechanismanalysis reveals that data factor allocation improves regional export resilience by boosting technological innovation,enhancing export product quality,and amplifying human capital effects.Heterogeneity analysis indicates that the positive effect of data factors on export resilience is more pronounced in non-provincial capital cities,resourcebased cities,and cities with smal-to-medium market sizes.This study provides policy insights for optimizingdata factor allocationand promoting high-quality foreign trade development in the digital economyera.
