Does Turning Counties into Urban Districts Improve Regional Innovation？ Analysis of the Adjustment Effect Based on the Upgrading of Industrial Structure

Abstract：The essence of turning counties into urban districts is the reorganization and optimization of countylevel spatial governance structures，while innovation serves as the intrinsic driving force for achieving highquality national development.Investigating the impact of turning counties into urban districts onregional innovation holds significant theoretical and practical importance.Based on panel data from 253 cities in China， this study employs amulti-eriod difference-in-differences method to examine the effect of turning counties into urban districts onregional innovation.It also innovatively elucidates the endogenous mechanism through which turning counties into urban districts influences regional innovation from the perspective of industrial structure upgrading.The findings reveal that turning counties into urban districts significantly enhances regional innovation levels.Mechanism tests indicate that industrial structure upgrading has a positive moderating effect on theregional innovation impactof turning counties into urban districts.Heterogeneity tests show that thepromoting efectof turning counties into urban districts on regional innovation is more pronounced in cities located in the easternand northeastern regions.Therefore，itis recommended that the government leverage turning counties into urban districts reforms to foster a positive interaction betweenan effective market anda proactive government，while simultaneously accelerating regional industrial structure upgrading，supporting the development of high-tech industries，and promoting innovation in emerging industries.
