How Industrial Policy Enhance the Competitiveness of High-Tech Enterprises ： AQuasi-Natural Experiment Based on“Made in China 2025”

Abstract：This study utilizes the implementation of the“Made in China 2025′′ strategy as a quasi-natural experiment.Selecting A-share high-tech enterprises listed on the Shanghai and Shenzhen stock exchanges from 2012 to 2023 as the sample，it employs the Difference-in-Differences （DID）model to evaluate policy efects and systematically examines the impact of the Manufacturing Power Strategy on corporate competitiveness.The results reveal that the Manufacturing Power Strategy significantly enhances the competitiveness of manufacturing enterprises.This finding remains robust after a series of tests，including substituting the dependent variable，parallel trend tests，and PSM-DID tests.Mechanismanalysis indicates that the strategys impact is primarily achieved through three channels：technological innovation mechanisms，cost reduction mechanisms and talent support mechanisms.Furthermore，heterogeneity analysis shows that the strategy has a more pronounced effect on enhancing the competitiveness of manufacturing enterprises located in policy pilot regions and areas with robust supporting policies.This research validates the significant role of the Manufacturing Power Strategy in boosting the competitivenessof high-tech enterprises，providing valuable insights forthe strategys implementation and the high-quality development of the manufacturing sector.
