Exploration of High-Quality Development Pathways for Urban Economy from the Perspective of Triple Helix Collaborative Empowerment：A Configurational Analysis Based on fsQCA

Abstract：In the context of China’s new development pattern，the collaborative innovation of the "government-industry-university" triple helix system is regarded as th-e core mechanism driving high-quality urban economic development. Based on a com-plex configurational perspective，this study constructs a theoretical framework linkin-g the government-industry-university triple helix to high-quality urban economic deve-lopment. Using fuzzy-set qualitative comparative analysis （fsQCA），this paper identifies the heterogeneous roles of government，industry，and universities in achieving hig-h-quality urban economic development across 239 prefecture-level cities in China，and reveals the underlying multiple concurrent mechanisms.The findings show that no s-ingle triple helix actor constitutes a necessary condition for high-quality development.Instead，three configurational paths are identified：universityresearch-dominated gov-ernment-industry operation model，university-research-dominated governmentindust-ry upgrading model，and multi-element matching model of government-industry-univ-ersity. This study enriches the theoretical framework of high-quality urban economic -development under the triple helix system and provides a path reference for cities to pursue tailored high-quality economic development.
