The Logic，Dilemma and Ruleof Law Path of the Credit Evaluation System forScientificResearchers

Abstract: Credit evaluation of researchers is a key mechanism in the governance of scientific research projects.However，constrained by the traditional stance of the scientific research administrative system，current legislation drives credit evaluation reform through a power-centric mindset and departmental self-interest.This results in systemic deficiencies，including ambiguous positioning of scientific power，inadequate protection of researchers rights，and insufficient realization of scientific responsibilities，severely undermining the intended efficacy of the credit evaluation system.To unlock the institutional value of credit evaluation，this study advocates reshaping its value orientation through an intersubjectivity thinking paradigm.We propose a systematic optimization framework: ① Power allocation level:Clarify the institutional positioning of scientific power and promote its collaborative operation; ② （204号 Rights safeguarding level: Enhance due process in evaluations，strengthen the validity of evaluation outcomes，and improve redress mechanisms； ③ responsibility realization level：Design evaluation metrics based on scientific responsibilities and optimize credit rehabilitation mechanisms to reinforce responsibility incentives.This research provides theoretical foundations and practical guidance for establishinga scientific，equitable，and effective research credit evaluation system.
