ASpatiotemporal Study on the Efficiency of Scientific and Technological Achievement Transformation in Urban Agglomerations Based on the DEA-Malmquist Model

Abstract:This study selects urban agglomerations with strong scientific and technological innovation capacity-namely the Beijing-Tianjin-Hebei region,the Yangtze River Delta,the Pearl River Delta,and the Sichuan-Chongqing area-as research objects. It employs the DEA-Malmquist model to analyze the spatiotemporal characteristics of technological achievement transformation efciency from 2013 to 2023.The findings reveal that the eficiency of achievement transformation is mainly influenced by technological progress and managerial effectiveness. Spatially,the efficiency follows a pattern of“Pearl River Delta > Beijing-Tianjin-Hebei > Yangtze River Delta > Sichuan-Chongqing,”with significant intra-regional disparities. Temporally,although there are fluctuations,the overall trend shows an improvement in efficiency.Based on these results,the study recommends strengthening cross-regional collaborativeinnovation,enhancingindustry-university-researchcooperation,and fostering achievement transformation institutions to improve the input-output performance of scientific and technological resources,promote technological progress,accelerate the transformation of scientific and technological achievements,and facilitate high-quality economic development.
